Walter Clark Jr. was born in Rich Square, North Carolina (Northampton County), on January 10, 1950. Commissioner Clark, Jr. attended W.S. Creecy Elementary and High School.

After graduating, with the Class of 1968, Commissioner Clark, Jr. moved to Newark, New Jersey where he obtained employment with the American Telephone and Telegraph (AT&T). While working for AT&T, Commissioner Clark, Jr. held the title of Communications Technician, Project Manager, Product Manager, and Process Manager. After thirty years of service, Commissioner Clark, Jr. retired from AT&T and relocated to Weldon, North Carolina in 2002.

Commissioner Clark, Jr. was elected to the Weldon Township Board of Commissioners in 2007 and in 2009 was appointed Mayor Pro-Tempore. Commissioner Clark, Jr. served in these capacities for eight years. 

In 2017, Commissioner Clark. Jr. rejoined the Town of Weldon Board of Commissioners where he currently serves as Board liaison to the Town of Weldon's Human Resources Department and the Roanoke Valley Adult Day Care Center.
